In this report, we examine whether individuals earning 100-140% AMI continue to benefit from 801 South Street and whether the 2018 rule revisions partially explain why there have been no projects like 801 South Street built since.

Maui’s affordable housing crisis is caused by a lack of supply. This lack of supply is worsened by the use of housing for short-term rentals. Limited infrastructureand stringent zoning laws prevent housing development. To address this crisis, Maui County must build affordable housing, reform zoning, and provide economic support to help local families afford housing.
