HHF’s 2025 Legislative Fourth Quarter Report

The 2025 State Legislative Session is almost over. 

We're now in the fourth quarter. At this point, the fate of many bills is coming down to a largely unknown process known as conference

‘Conference,’ for those who don't know, is the point where any surviving legislation must be negotiated between the House and the Senate before it passes over to the Governor, who will then decide whether a measure will pass into law. Since January, over 200 housing bills have been introduced in both the House and the Senate. All the while, Housing Hawaii's Future has been watching, listening, and engaging on measures that align with our commitment to ending Hawai‘i’s chronic workforce housing shortage. As framed in our Three Year Retrospective Report, we’ve committed to supporting measures that align with our vision, values and mission.
